[GSAS-II] unable to update

As now noted now on https://subversion.xray.aps.anl.gov/trac/pyGSAS, we are having problems with our subversion server. A recent Linux upgrade has left the server inaccessible (interestingly, for some but not all commands). One of our system managers is currently trying to fix it, but with no luck so far. I do hope for a fix soon. 

Sorry for the inconvenience and for the wrong suggestions to the first few people who contacted me — when software that has always worked suddenly starts showing errors, I tend to expect the problem is on the user’s computer. Thankfully lots of people have reported this so I quickly realized over the weekend it was a problem on our end.
