[GSAS-II] BUG: Size preference of Main and Plot windows not respected anymore

Dear all

the sizes of the main and the plot windows given in the config file is
not respected anymore. The bug seems to have been introduced at revision
number 4085 (4086 seems to be still good).

observed on Linux with the following config (this is the last good revision)

7 values read from config file /home/alxneit/.G2local/config.py
Python module versions loaded:
  Python:     3.7.4
  wx:         4.0.4
  matplotlib: 3.1.0
  numpy:      1.16.4
  scipy:      1.3.1
  OpenGL:     3.1.1a1
  PIL.Image:  6.1.0
  Platform:   linux 64bit x86_64
  Max threads:4
