Yes. See step #3 in the Garnet tutorial (https://subversion.xray.aps.anl.gov/pyGSAS/Tutorials/CWNeutron/Neutron%20CW%20Powder%20Data.htm)

You can set a single mult values as you wish as you enter the value (the other must be 1). To change the sum, you must edit the constraint after it is created.

More complex types of formulae can be created as chemistry constraints.
