[Xrayops] SR Orbit Controllaw suspended today

Today we had a couple of incidents where SR Orbit Controllaws were 
suspended for approximately 10 minutes/incident due to an IOC reboot. It 
is possible this problem would reoccur before a memory scanner card can 
be replaced during machine studies next Tuesday. If Orbit Controllaws 
need to be suspended, the Main Control Room will inform the on-shift 
Floor Coordinator and will post this information on the "APS Status 
Operator Message Entry" screen.
