[Xrayops] Elevated rms motion and increased vertical emittance starting 4/4/07

Beginning on 4/4/07 at 19:47, we were experiencing periods during which the storage ring beam vertical emittance had increased by more than 10% and rms beam motion was elevated. A corrector which compensates for the circularly polarized undulator (CPU) was found to have been tripped off and has since been replaced. After the replacement, at approximately 11:15 today, 4/5/07, both the vertical beam emittance and beam motion have returned to normal levels.
