[Xrayops] Excessive RMS beam motion this evening from 19:00 to 19:30

19:00 - We have noticed excessive RMS beam motion in the horizontal 
plane. We are investigating.

19:30 - The RMS beam motion has almost returned to normal. The plot for 
the SR circumference change from OAG

data loggers looks like an earthquake could be a possible reason for the 
beam motion.

19:43 - Michael Borland has called the MCR and informed us that there 
was a significant earthquake in Peru.
