[Xrayops] IOC issue

[APS Experiment Hall X-ray Operations Problem List]

On Thursday 11/8 from 04:50 to 05:03 there was no communication with a 
RTFB IOC. This caused TopUp to be aborted, and SR controllaws to be 
suspended. Elevated SR beam motion was noticeable during this time. The 
IOC was successfully rebooted and normal operations resumed at 05:03.
