[Xrayops] Elevated RMS beam motion from 18:21 to 18:58

On 11/26/07 at 18:21, we have experienced ~100um SR orbit bump and elevated RMS 
beam motion in sector 20 horizontal plane. Investigation did not reveal anything 
conclusive at this time. Orbit bump cleared itself at ~18:58.
