[Xrayops] Elevated SR H plane RMS motion

[APS Experiment Hall X-ray Operations Problem List]

>From approx. 0026hrs through 0045hrs SR horizontal orbit controllaw went out of 
range due to a faulty BPM which cause elevated beam motion. 

The faulty BPM was identified and removed from the aforementioned controllaw to 
correct the situation.
