[Xrayops] RMS beam motion from 04:50 until 05:19 this morning

On 10/27/07 from 04:50 until 05:19 we have experienced excessive storage ring 
RMS beam motion (~2um) in the horizontal plane. The cause has not been 
determined at this time.
