[Xrayops] X&Y RMS motion

At 10:29 on 04/17/08 An increase in both horizontal and vertical RMS beam motion of greater than 10% was detected. This was due to IOCS35VP boot. Communications has returned to IOCS35VP. However, we now are booting IOCS27FB. So RMS is still higher than 10%.
