[Xrayops] Elevated RMS motion

[APS Experiment Hall X-ray Operations Problem List]

Between 1430 and 1512 today [Sunday April 20th] RTFB and Orbit 
Correction were both aborted due to an issue with a BPM IOC. During this 
time, SR RMS motion was elevated in both planes. The IOC was rebooted 
and the controllaws restarted. There is a possibility that this reboot 
may have to be carried out on further occasions.
