[Xrayops] Brief beam motion

[APS Experiment Hall X-ray Operations Problem List]

On 12/08/08 at 22:24:40 the storage ring beam horizontal and 
vertical beam motion increased by more than 10% due to the loss 
of a storage ring power supply. The beam motion returned to 
normal at 22:25:30.
