[Xrayops] Update on kicker problems

[APS Experiment Hall X-ray Operations Problem List]

We have aborted Top-up since we have had another beam loss with the same 
signature as previous losses. Repairs to the kicker power supply have 
not solved the problem and Controls personnel are being contacted to 
help in the investigation. The Power Supply personnel believe they have 
identified the cause, one of the kickers is occasionally discharging 
during the charging cycle, but have not yet identified why this occurs. 
We may delay the fill-on-fill to give the Controls and Power Supply 
personnel a chance to sufficiently look into the problem, particularly 
since we have lost beam on the last two fill-on-fills. We will try and 
keep you as up to date as possible.
