[Xrayops] IK4:PS investigation update

[APS Experiment Hall X-ray Operations Problem List]

Personnel from the PS Group are onsite and have started replacing a transformer 
for the S:IK4:PS. Once this work is complete and the PS has been warmed up, a 
fill on fill will be performed immediately. As much notice as possible will be 
provided via the message board, audible announcement, and this email address.
