[Xrayops] Shutter Permit to be removed for ongoing IK4 investigation

Due to ongoing issues with S:IK4:PS, the PS Group are connecting 
additional diagnostics to the PS. When they are ready, a 15 minute 
warning announcement will be given, and then Shutter Permit will be 
removed in order to allow continuous pulsing of the Kickers with stored 
beam. This will greatly improve the ability of the PS Group to identify 
and correct the problem with the PS.
