[Xrayops] stored beam lost

[APS Experiment Hall X-ray Operations Problem List]

At 15:38:13 on Sunday 10/19/08 a Storage Ring power supply failed. Stored beam 
was lost, fill #4 is over. Operations is investigating the situation and 
preparing to swap out the failed Power Supply.
