[Xrayops] Beam Losses and IOC/Steering issues

[APS Experiment Hall X-ray Operations Problem List]

At 19:27 and 20:02 today October 6th beam losses were experienced during 
steering.

During recovery from the 2nd loss an IOC communication issue ocurred that 
delayed progress. 

After restoring beam, personnel spent time investigating the issue with 
steering, and are continuing to make adjustments.

Estimated time of delivering beam is now 01:00.
