[Xrayops] Last Night's Beam Downtime

[APS Experiment Hall X-ray Operations Problem List]

After experiencing issues with one of the SR RF Systems which prevented the 
provision of stable beam, the decision was made to switch to a backup RF System. 
With RF Engineer onsite, the switch was completed and the configuration checked 
for correct operation. Shutter Permit was enabled at 07:32.
