[Xrayops] Top-Up and orbit control aborted due to ioc problem

At 12:40 on Thursday Feb. 4 an issue with an ioc caused Top-Up and orbit control 
to be aborted. The ioc was rebooted and operating normally at 12:50. Top-Up and 
orbit control were restarted at that time.
