[Xrayops] Suspension of Storage Ring orbit controllaw

[APS Experiment Hall X-ray Operations Problem List]

On 02 JUL 10, At 23:58 communications were lost with a Storage Ring IOC. 
This loss of communications caused SR orbit controllaw to stop running. 
A reboot attempt was made but unsuccessful. A technician has been 
contacted to assist with the reboot. No estimate for repair is available 
at this time.
