[Xrayops] SR beam recovered at 19:59 on 03/15/10

After the beam loss which occurred at 19:40 on 3/15/10 due to SR RF1 trip,
SR beam has been recovered at 19:59 on 03/15/10 and Fill #22 delivered
to the Users.
