[Xrayops] Topup was not running today from 07:39 to 08:16

At 07:39 topup was aborted due to injector problem. It was found that 
the power supply in the Booster vacuum valve controller has failed, 
which caused several Booster vacuum valves to close. Marty Smith and 
Scott Benes replaced a faulty supply, and topup operations resumed at 
08:16 with ~94mA remaining stored beam.
