[Xrayops] brief SR emittance spike at 03:14 on 10/22/10

[APS Experiment Hall X-ray Operations Problem List]

On 10/22/10 at 03:14 the storage ring vertical emittance briefly spiked 
from 3.1nm-rad to ~5.0nm-rad. After an investigation, the reason is 
unknown at this time.
