[Xrayops] RTFB and Orbitcontrollaw in both planes suspended were suspended

[APS Experiment Hall X-ray Operations Problem List]

RTFB and Orbitcontrollaw in both planes suspended were suspended, due to a 
Controls issue, at 20:44hrs. The Controls issue was corrected and RTFB and 
Orbitcontrollaws were restarted at 20:49hrs.
