[Xrayops] Top-up resumed

[APS Experiment Hall X-ray Operations Problem List]

At 02:17 on 06/23/11, top-up was resumed after addressing an injector issue. A 
fill-on-fill may be necessary at 02:50 if SR stored beam current is slow to 
reach 100mA.
