[Xrayops] Horizontal emittance change

At ~09:58 this morning adjustments were made to the P0 feedback system due to some instability in the horizontal plane. After these adjustments, horizontal emittance fell from ~3.9nm to normal levels at ~3.25nm and coupling increased from 1.2% to 1.5% as a result. At 10:56, coupling was lowered back down to the normal 1.2% and vertical emittance changed from 0.05nm to 0.04nm.
