[Xrayops] Suspension of orbit controllaw

Due to loss of communications with a front end IOC, Storage Ring orbit controllaw was not running from 19:46-19:57, 04 October 2012. This caused slightly elevated beam motion in both planes. At 19:57, Orbit controllaw was switched to run a different mode while the IOC was rebooted. This caused the beam motion to cease. After a successful reboot, Storage Ring orbit control was switched back at 20:06 which caused a brief spike in motion. 

All systems are now running normally.
