[Xrayops] Shutter permit enabled.

On June 1, 2014 at 12:57, Stored beam was lost due to an FE-EPS trip at 11-BM.


at 14:46 on June 1, 2014. Shutter Permit was enabled with 102mA of stored beam. Top-Up is ongoing.
