[Xrayops] Top-up Update

[APS Experiment Hall X-ray Operations Problem List]

Due to the IOC issue, there are still errors in realtime feedback, Top-up is still suspended. Operations will continue to update with the progress. We are discussing the situation with Frank Lenkszus.
