[Xrayops] No orbit control law running

[APS Experiment Hall X-ray Operations Problem List]

On July 2nd, 2015 at 19:21 the Storage Ring Orbit Control Laws stopped due to IOCID12.
Operations and Marty Smith are investigating it.
