[Xrayops] Elevated calculated RMS motion in full bandwidth this morning

Before 15:00, we were briefly hitting the maximum allowable vertical rms 
motion limit for the full bandwidth. The BPMs are picking up artificial 
noise, primarily in the higher frequencies, due to the BPM sensitivity 
to the hybrid fill pattern. Although we generally see this increased 
artificial noise in the hybrid fill pattern, it was slightly higher this 
morning by about 0.3µm. We have made an adjustment to the calculation 
which has reduced the rms motion readback for the full bandwidth by 
about 0.2-0.3µm.
