[Xrayops] Delay to start of User Operations (revised)

[APS Experiment Hall X-ray Operations Problem List]

LINAC repairs were successful. The switch to the 24 RHB singlet lattice is currently ongoing. If all goes well, we expect to turn beam over to the Users at ~09:00hrs.
