[Xrayops] Stored beam loss and recovery

[APS Experiment Hall X-ray Operations Problem List]

On Saturday 03/21/2015 Stored beam was lost at 17:08 due to 6ID PSS and FE EPS faults.
On Saturday 03/21/2015 at 18:17 shutter permit was enabled.
