[Xrayops] Shutters Enabled for User Operations at 09:01AM.

[APS Experiment Hall X-ray Operations Problem List]

At 04:56AM today 11/18/15, a sitewide power interruption was experienced which affected the injectors and RF systems. Repairs and investigation delayed the start of User Operations until 09:01AM when shutters were enabled. There is 102mA of stored beam. Top-Up is ongoing.
