[Xrayops] Coupling adjustment for Lifetime

[APS Experiment Hall X-ray Operations Problem List]

Due to ongoing Booster PS repairs, in ~15minutes we will be making a 1% adjustment to SR coupling in order to increase Lifetime of stored beam.
