[Xrayops] Update concerning no Top-Up

[APS Experiment Hall X-ray Operations Problem List]

Power systems personnel are on-site repairing an issue with a pulsed power supply. The faulty power supply is necessary for injection and therefore precludes running Top-Up. Repairs should yield results within the next 30 minutes.
