[Xrayops] RMS beam motion (vertical)

FYI, there was a period of elevated vertical beam motion between 13:30 and 14:30 due to SRF Gap Voltage adjustments which were being made in an effort to improve stored beam lifetime. This effort has been suspended pending further investigation of the unexpected beam instability which had developed.
