[Xrayops] SR orbit controllaw and ID gap feed forward are not running.

[APS Experiment Hall X-ray Operations Problem List]

This is due to an ioc issue that began at 20:20 on 11/20/16.

A controls group technician is en route and an investigation is ongoing.
