[Xrayops] Shutters enabled after beam loss.

[APS Experiment Hall X-ray Operations Problem List]

Stored beam was lost at 01:32AM due to a quadrupole supply trip. The supply was swapped out and shutters were enabled at 03:51AM. There are 102mA of stored beam. Top-Up is ongoing.
