[Xrayops] Update stored lost

[APS Experiment Hall X-ray Operations Problem List]

MOM Group water techs have corrected the S21 MPS issue. The investigation into the RTFB issues that caused the beam loss is ongoing. Next stored beam time is approx. 15:30hrs.
