[Xrayops] Injector Downtime update

[APS Experiment Hall X-ray Operations Problem List]

There are issues with the Booster injector RF System. RF group is preparing for system repairs. At this time the repairs will take approximately 3-4 Hour. Until the system repair is complete Top Up cannot be supported.
