[Xrayops] Top-up resumed

[APS Experiment Hall X-ray Operations Problem List]

We have completed a necessary reboot of an IOC and have resumed Top-up. During a portion of the reboot procedure, the vertical beam position oscillated noticeably. The orbit stabilized by the conclusion of the procedure.
