[Xrayops] RTFB IOC issue

[APS Experiment Hall X-ray Operations Problem List]

At 13:09 an IOC for our real-time feedback system lost communication, necessitating a reboot. We began the reboot process at 13:11 and concluded at 13:24. During that time top-up and orbit correction were aborted.
