[Xrayops] BPM timing bunch 14mA

[APS Experiment Hall X-ray Operations Problem List]

Problem: Until further notice, the BPM timing bunch has been lowered from 16mA to 14mA (~10%)  to correct a vertical beam instability.

Activity: Pending P0 feedback investigation, may remain through the rest of the week.
