[Xrayops] Update on elevated SR beam motion

[APS Experiment Hall X-ray Operations Problem List]

High-frequency (344 Hz) vertical beam motion is present due to an oscillating steering magnet, which manifests as an increase in vertical emittance to 65-70 pm compared to a normal value of 35-40 pm. At present, the plan is to wait until Monday's maintenance period to resolve this.
