[Xrayops] Extended Injector Downtime Fill #4 (network issue)

All,

Beam current decayed to 66mA due to an ongoing network issue
which started at ~03:30am and is still being investigated by IT & Controls.
Louis Emery was able to get orbit correction running ~08:00am by using a
workstation-based controllaw which uses narrow-band BPM's
in place of the non-communicating FPGA BPM's due to the network
issue. The lifetime was improved at ~08:30 from 13hrs to 19hrs
after adjusting the QS4 skew quads. Louis also made a work-around
to non-communicating PV's which were keeping the SR injection script
from running. Due to the unique situation and for the sake of imperative COVID-19 research,
slight deviations were made from the standard Beamline Notification Policy.
Top-up 60seconds was started at 09:30 with a fill-on-fill planned for 10:00am.
The PV communication issue is ongoing until the network hardware problem
is isolated. For updates, please refer to x-ray ops emails etc. as the Operations
Logbook is affected by the network issue.
