[GSAS-II] Synchrotron parameter file

Yes,
I know it sounds crazy, but if someone chose by mistake a wrong set than
it would be nice to have the possibility to easily correct mistake. I
think it would be easy to implement it by adding to the menu a position
and use the same dialog window used during adding a histogram.
