[GSAS-II] muliphase refinement issue

Hello,
I am trying to refine the XRD data of an alloy consisting of two phases. According to the SEM images, the fraction of the A phase was ~95%, and the fraction of the B phase was ~5%. I can also qualitatively confirm it from the XRD data as well. For example, there are 5-6 peaks with low intensity for B phase, and
the intensities of the B phase are less than 0.3% of the intensity of the highest peak of A phase. I was able to obtain the decent fit (Reitveld refinement), however, the obtained phase fraction of A phase was ~ 40%, where the phase fraction of B phase was ~ 60 %, which do not make sense to me.
By any chance, is it because the intensity of B phase is too small to be refined? I am wondering if I missed anything on the process of the refinement.
The lattice parameter, domain size, and microstrain of each phase was refined, and spherical harmonics were also used to reduce the texturing effects in alloys.
