[GSAS-II] Standard deviation in refined phase fraction

The standard uncertainties (previously called estimated standard deviations) for refined quantities are displayed in the .lst file and are also reported in a project-based CIF file. For a sequential fit, they are also included in a .csv export of the sequential results table.
